Kevin Fan is the Founder, CEO, and Executive Director of OAE Publishing Inc., headquartered in Los Angeles. He holds a degree from The University of Texas at Arlington and brings over 15 years of experience in business management and operations. As the driving force behind OAE, he has led the company’s growth, investment, and strategic expansion since its founding. With a global vision, he is committed to driving organizational transformation through scientific management, continuous innovation, and operational excellence. Over the past ten years, Kevin has established OAE’s mission, vision, and core values, building it into a dynamic, learning-oriented organization. He has spearheaded the adoption of best practices from leading international publishers, the recruitment of high-caliber talent, the standardization of publishing workflows, and the advancement of platform technologies — consistently enhancing the academic quality and global impact of OAE’s publications.

Margie Ma, Senior Publisher, joined OAE in January 2019 and oversees the full publishing process, with a focus on quality control, standardized management, database indexing, new journal development, and external collaborations. She holds a master’s degree in Physical Geography from the University of Chinese Academy of Sciences and has research experience in environmental health. She began her publishing career in January 2015, serving as an editor for a Science Citation Index (SCI)-indexed journal in environmental health. She later worked as Managing Editor of a biomedical journal for four years, leading editorial operations and strengthening the journal’s academic reputation. With over a decade of experience, Margie has developed strong expertise in strategic publishing, workflow optimization, publication ethics, and editorial team management.

Haidi Ding, Publisher, has extensive experience in academic journal development and management. She has founded and led five journals in biomedicine and environmental science, all of which are indexed in major international databases, including PubMed Central (PMC), Emerging Sources Citation Index (ESCI), and Scopus. She specializes in journal strategy, editorial leadership, institutional partnerships, and engagement with the global research community. She currently oversees the operation of six journals and manages Editorial Office teams, focusing on sustainable growth and long-term academic collaboration.

Whitney Xu, Director of Publishing Operations, leads the strategic development and operational management of OAE’s academic journal portfolio. She is responsible for long-term planning, annual target setting, budget and resource management, and the execution of key publishing strategies. With extensive experience in scholarly publishing, Whitney collaborates closely with Editors-in-Chief and international research communities to enhance journal quality, strengthen global visibility, and support the sustainable growth of emerging journals.

Jane Lee, Publisher, joined OAE in 2019 and has launched several academic journals since 2021. Notably, Artificial Intelligence Surgery (AIS) achieved a Q1 ranking in JCR Category of "Surgery" in 2025. She has led a range of academic engagement initiatives, including expert interviews and webinars, significantly enhancing the journals’ visibility and reputation. Jane is skilled in fostering efficient collaboration among Editorial Board Members and continuously innovating journal operations. She currently oversees multiple journals and trains editorial teams, guided by the philosophy of serving as a bridge between scholars and journals to facilitate the dissemination of high-quality research.

Siqing Hu, Journal Manager, joined OAE in March 2022 and has built strong collaborative relationships with numerous leading experts, developing extensive experience in content mining and academic conference organization. She has supported multiple conferences in collaboration with renowned experts in aging, neurodegenerative diseases, and chemical synthesis, attracting over 300,000 participants. Siqing currently manages two OAE journals, Chemical Synthesis (CS) and Disaster Prevention and Resilience (DPR), coordinating journal operations and editorial activities.

Yuan Ding, Associate Publisher, oversees the operation and strategic development of five academic journals, leading and coordinating editorial teams. She is dedicated to maintaining rigorous academic standards and publication integrity. Yuan works closely with Editorial Boards to identify high-quality research and manages daily workflows, resource allocation, and team performance, with the aim of enhancing academic influence while promoting innovation and operational efficiency across her journal portfolio.

Victoria Lee, Associate Publisher and Managing Editor of Element, is responsible for new journal development, strategic planning, and the management of Element at OAE. She previously served as Managing Editor for journals including Hepatoma Research (HR) and Vessel Plus (VP), contributing to improved academic impact and journal performance. Victoria’s expertise spans team building, international Editorial Board management, standardized manuscript processing, Special Issue planning, webinar and conference organization, and journal strategy development. She is committed to supporting researchers and contributing to the effective dissemination of high-quality scientific research through academic publishing practices.

Smart Zhang, Associate Publisher, joined OAE in 2014 and has extensive experience in academic publishing. She specializes in integrating expert resources, planning journal topics, and managing journal operations. She currently oversees The Journal of Cardiovascular Aging(JCA) and Journal of Environmental Exposure Assessment (JEEA), ensuring the effective implementation of publishing strategies and enhancing the journals’ academic influence.

Yana Wei, Associate Publisher and Managing Editor of Journal of Translational Genetics and Genomics (JTGG), specializes in editorial team development, author and reviewer coordination, and efficient editorial communication. She identifies emerging research trends and supports journal strategy and content development. Yana has contributed to the successful launch and growth of multiple international journals, enhancing editorial quality and academic impact. She is committed to promoting high-quality scholarly publishing and advancing international collaboration in genetics and genomics.

Freya Fan, Associate Publisher, joined OAE in August 2025. She graduated from the University of Birmingham, United Kingdom, and has five years of experience in international open access journal management, with a focus on journal development and operational management. Since joining OAE, Freya has been involved in the launch of new journals, the establishment and coordination of Editorial Boards, and the strategic planning of emerging titles. She specializes in global scholar engagement, editorial network development, and academic community building, contributing to the growth and international reach of OAE’s journal portfolio.

Kenny Wu, Production Manager, joined OAE in October 2017 and leads the production team, overseeing copyediting, format conversion, and XML and PDF output for OAE journals. He has over eight years of experience in academic publishing and has processed more than 5,000 manuscripts. Before joining OAE, he gained two years of experience in academic publishing, focusing on journal production workflows. Kenny has also received professional training in photography, which, combined with his production expertise, enables him to deliver publications with high standards of formatting and visual presentation.

Sean Zhu, Manager of the Research Service Center, joined OAE in   June 2024 and leads the Center in supporting academic journals and   conferences. He ensures smooth operations and provides organizational support   for high-profile events, while actively engaging with experts to foster   collaboration across academia, industry, and research communities. He and his   team have successfully organized and supported numerous international   conferences, including:

Cherry Liang, Marketing Manager, joined OAE in 2023, bringing extensive experience in academic publishing and research services. She specializes in translating complex scholarly achievements into clear and compelling narratives that effectively communicate the value of OAE's work. She oversees overall marketing strategy and brand operations, with strengths in content planning and event management. Cherry has organized over 30 in-person academic salons and thematic lectures, connecting journals, researchers, universities, research institutions, and industry partners. She also contributes to brand development and communication optimization, enhancing OAE's visibility in the global academic publishing landscape.

Liz Yan, Head of the Environmental and Materials Journals Division within the Manuscript Processing Center, joined OAE in August 2023. She   graduated from Beijing University of Chemical Technology. She oversees   manuscript processing for more than 20 journals in environmental science and   materials research, including Energy Materials (EM) and Soft Science (SS). Liz manages   editorial operations from initial manuscript screening and peer review   coordination to expert communication and publication scheduling. She has   optimized workflows, strengthened cross-team coordination, and works closely   with Editors-in-Chief and Editorial Board Members to ensure fairness,   professionalism, and transparency in peer review, supporting the sustained   growth and international development of the journals in her portfolio.

Lucy Cao, Head of the Biomedical Journals Division within the Manuscript Processing Center, joined OAE in July 2023. She graduated from the College of Life Sciences at Shaanxi Normal University, building a solid academic foundation and strong research literacy in the life sciences. She manages the quality and publication processes of twenty biomedical journals, including Cancer Drug Resistance (CDR) and Extracellular Vesicles and Circulating Nucleic Acids (EVCNA). Lucy oversees the full editorial workflow, from manuscript evaluation to final publication, optimizing processes and fostering cross-team collaboration to ensure professional, standardized handling of submissions and enhance the journals’ academic quality and global impact.

Emma Chen, Lead of the Language Services Department, is a Senior Academic Language Editor with over 11 years of specialized experience in refining scholarly manuscripts for international publication. Guided by a "Precision First" philosophy, she has edited more than 10.75 million words and provided in-depth editorial support for nearly 2,000 manuscripts across diverse disciplines as of the end of 2025. Her expertise extends beyond surface-level proofreading. She focuses on enhancing textual clarity, ensuring terminological accuracy, and adapting writing to meet the specific stylistic and formatting conventions of target journals. Her meticulous work is dedicated to upholding the highest standards of academic integrity and maximizing the readiness and global impact of research publications.
